Can you travel with a dog on an airplane?

I am traveling to Chicago from Los Angeles and Seattle from there. I have a small, Shih Tsu, who weighs 12 pounds and doesn’t bark. I was wondering if the standard airlines allow dogs on a plane if they are leashed and/or in a travel bag? I dont want to put him in the luggage area if I dont have to as he is easily scared. Any ideas?
And if you know which airlines do, please tell me

Domestic airlines differ, some won’t even allow you to take it in the cabin. Contact the airline you’re traveling on because in-cabin pets must have a reservation in conjuction with your reservation. You may have to have a current health certificate for your dog and the airline charges you a fee for your carry-on pet round trip! happy travels
