What did the guy im sort of seeing mean by this??

i asked this under singles and dating but idk.. okay so me and my good friend chris who i guess im sort of seeing right now were hanging out today .. he had off from school and i stayed home sick. so around 12 he called and asked if i wanted to run some errands and i said sure. we had hung out the night before with a couple of his friends but he didnt make any moves,, we havent kissed yet either. hes a really nice guy and he seems kinda shy…. but today when we were running errands we went to his grandmothers house to pick up some food she made for his fam. and we took a nap on the guestroom bed. we were cuddling and i fell asleep but i heard the clock chime and i woke up but i didnt move. i had pretty baggy shorts on and he was like almost petting me lol .. right on my upper thigh. he would get really close to my thong and like slip his finger under it but it was on the side of me not near me or anything…. idk i just found it really weird what do you think he meant by it?

I question his motives if he hasn’t wanted to kiss you yet.
