walking a 4 year old Female Dog on a leash?

hi i have a problem here i just bought myself a 5m retractable dog leash and i got my dog connected to the leash via a choker chain but my dog will not move when she is on the chain she just sits on the pavement what should i do to get her to walk?
and when i gently pull on the leash she yelps

Why are you using a choke-chain?

Very few dogs need them, even those that do, can usually be trained out of needing them.

Either use a decent collar, of suitable size for your dog’s neck and weight, or get her a harness.

If she’s never been taught to walk on a lead, then just put the lead on her, leave it on the ground and play with her. Gradually pick up the lead, continue playing, occasionally gently tugging the lead, tempt her towards you with a treat or toy – she will eventually get the idea.
